
AAU Advocates for Digital Justice at Global Higher Education Forum in China

Strengthening higher education and research cooperation must be a pillar of the Africa-EU Partnership
November 10, 2025Hangzhou, China – November 9, 2025 – The Association of African Universities (AAU) is strategically shaping the global conversation on Artificial Intelligence and digital equity, while significantly advancing its pivotal partnership with the China Association of Higher Education (CAHE) at the 2025 World University Presidents Forum. Amid a gathering of nearly 1,000 global education leaders, the AAU is ensuring that Africa’s voice is not just heard but is instrumental in designing the future of higher education worldwide.
The strength of the collaboration between AAU and CAHE was underscored in the opening address by the President of the China Association of Higher Education, who is also the former member of the CPC Leading Group and Vice Minister of the Ministry of Education of the People’s Republic of China – President Lin Huiqing. She highlighted the strategic partnership between CAHE and the Association of African Universities and other international higher education bodies, underscoring the importance of such partnerships in advancing higher education worldwide. In her address, CAHE President Lin Huiqing reinforced the commitment to global collaboration, stating the association’s readiness to deepen international exchanges in digitally empowered education, build broad consensus, and strengthen worldwide cooperation. Looking ahead, she called on all parties to join hands in shaping a new model for universities in the AI era, establishing new mechanisms for education governance, and pioneering new pathways toward educational equity.
For his part, the Secretary General of the AAU, in his address during the forum and interviews with the media, underscored the strategic alliance between AAU and CAHE and the core initiatives being implemented by the two parties. The ongoing implementation of a pioneering 50-50 China-Africa Consortium of Universities Exchange Mechanism was highlighted as one major initiative. It is aimed at advancing bilateral cooperation and educational delivery capabilities in science, technology, health, agriculture, joint research and scientific publications between universities in Africa and China; curriculum strengthening and joint academic programme development; academic staff and cultural exchange programmes; as well as scholarships and bursaries for Africans in pursuit of postgraduate studies in China.
The 2025 World University Presidents Forum and International Forum on Higher Education were jointly hosted by the China Association of Higher Education and Zhejiang University, with support from the UNESCO East Asia Regional Office and the World Federation of United Nations Associations, and co-organized by the National Academy of Educational Administration, the Open University of China, among other partners.
Championing Digital Sovereignty and Equity on the Global Stage
The AAU’s leadership in Africa’s Higher Education was prominently displayed during the parallel session on “Digital Transformation and Higher Education Equity,” where the Secretary General, Professor Olusola Bandele Oyewole, delivered a powerful keynote. He framed digital access as a matter of “justice and human dignity,” shifting the global dialogue from mere technological adoption to inclusive and ethical implementation.
Prof. Oyewole’s call for “digital sovereignty”—emphasizing the need for African institutions to control their digital futures, protect data, and develop locally relevant platforms—established a crucial ethical benchmark for all international collaborations.
“Our partnership with the China Association of Higher Education is not merely symbolic,” stated Professor Oyewole. “It is a practical and strategic channel to jointly mobilize resources, share expertise, and co-create solutions that address the unique opportunities and challenges facing African universities in the digital age.”

Securing Africa’s Seat at the AI Table
The AAU’s influence extends to the core of new global initiatives. The Association is positioned to play a key role in the newly launched “Global Collaborative Mechanism for Innovation in Artificial Intelligence Education and Teaching in Universities.” This will ensure African universities contribute to shaping the development of globally shared smart MOOCs, AI micro-programs, and consensus standards, advocating for methodologies that are applicable and equitable for diverse resource contexts. The forum also served as a fertile ground for bilateral engagement. AAU representatives held productive discussions with leaders from global institutions and university presidents across the world, laying the groundwork for future faculty exchanges, joint research, and student mobility programs.
“Our presence here is fundamentally about driving tangible outcomes for our members,” said Dr. Felicia Nkrumah Kuagbedzi, Acting Coordinator for ICT, Communications and Knowledge Management at the AAU. “We are connecting African universities to global opportunities and ensuring that these high-level discussions translate into meaningful, lasting impact on the ground.”
